Institutional Care and Housing Services in Social Care 2009


In the past decade, the total number of clients in institutional care and housing services for older people has increased by about 29 per cent. However, in relative terms the proportion of older peo-ple receiving such services has remained largely unchanged. For instance, the percentage of peo-ple aged 75 and over who receive institutional care or housing services for older people has stood at 10 per cent of the corresponding age group throughout the 2000s.

In addition to institutional care and housing services within the social welfare services, this overview of institutional care for older people and services replacing institutional care also takes into account clients in long-term care and regular home care in the health care services. At the end of 2009, a total of 100 235 persons aged 75 and over received such services, corresponding to 23.5 per cent of the country's total population of the same age.

The structure of institutional care or housing services for older people has changed during the past decade. The number and percentage of people who receive sheltered housing with 24-hour assis-tance has increased consistently. Meanwhile, client numbers in residential homes for older people and ordinary sheltered housing have declined.

At the end of 2009, residential homes for older people and sheltered housing units with 24-hour assistance had a total of some 42 802 clients, which was 4.1 per cent more than in the previous year. The average age of clients was 83. Women accounted for 72.5 per cent of clients in residen-tial homes for older people and sheltered housing units with 24-hour assistance.

There has also been an increase in client numbers in housing services for people with intellectual disabilities and in psychiatric housing services, and a slight increase in housing services for the under-65s. At the end of 2009, clients in psychiatric housing services totalled over 7100 and clients in housing services for people with intellectual disabilities some 8500.
