Health Care Expenditure
National Institute for Health and Welfare annually collects data
on health expenditure in the public and private sector. Statistics
on health care expenditure and financing are based on data derived
from various statistics, financial statements and other similar
sources. The statistics compiled by National Institute for Health
and Welfare on health care expenditure and financing are based on a
statistical framework created at the Social Insurance Institution
in the late 1980s and updated in accordance with any changes in
health care. Data on health expenditure and financing are reported
at the national level and updated in March-April annually.

Health Expenditure and Financing in 2009
In 2009, health expenditure in Finland amounted to EUR 15.7
billion. In real terms, total health expenditure increased 1.2 per
cent (Figure 1). The per capita expenditure was EUR 2936.
In real terms, the greatest increases occurred in institutional
care for older people, expenditure on travel expenses reimbursed
under National Health Insurance, gross investment in health care,
and expenditure on therapeutical appliances and other medical
durables. The largest expenditure categories in euro terms were
services in specialised health care (EUR 5.2 billion) and primary
health care (EUR 2.8 billion) and the consumption of
pharmaceuticals and other medical non-durables in outpatient care
(EUR 2.2 billion). These categories accounted for two thirds of
health expenditure in 2009.
Health expenditure as a proportion of GDP was 9.2 per cent in
Finland in 2009. This was 0.9 percentage points more than in the
previous year. The increase of health expenditure against GDP was
chiefly a consequence of a fall in GDP (8.2 per cent).
